Matt Dooley

Executive Director of Commissioning and Performance, NHS Norfolk and Waveney Integrated Care Board (ICB) 

Matt Dooley joined NHS Norfolk and Waveney Integrated Care Board (ICB) as our new Executive Director of Commissioning and Performance on 1 November 2024.

Matt has over three decades of experience in the NHS, having most recently served as Elective Care Improvement Director at James Paget University Hospital NHS Foundation Trust. His appointment at Executive Director of Commissioning and Performance marked a return to the Norfolk and Waveney system for Matt, where he previously played a key role in exploring early ‘load balancing’ approaches to elective recovery across Clinical Commissioning Groups and hospital providers.

Matt leads the development and delivery of our long-term commissioning and service improvement strategies, working in partnership with Executive Directors and ICB teams to meet the ambitions of our Joint Forward Plan. His extensive expertise in planned care, elective delivery, and secondary care operations, combined with his passion for using data-driven approaches to tackle inequality, is vital as we strive to transform the way services are commissioned and improve patient outcomes.

Matt is enthusiastic about the collaborative opportunities ahead. Reflecting on his appointment, he said: “I’m thrilled to be stepping into this role at such a pivotal time for the Norfolk and Waveney system. The strength of a joined-up approach is critical, and I’m excited to see the system-working foundations already in place. There is tremendous potential to drive improvements and make a lasting difference for patients, and I’m eager to begin working with colleagues to turn our shared vision into reality.”
